After moving from foster home to foster home, Shelly ended up aging out of foster care at the age of 18. It's a situation that happens to many kids in foster care. Despite her circumtances, Shelly perservered. She graduated high school and college and went on to receive her masters degree. She has a great attitude and lots of friends. She says kind and caring foster parents helped shape her into the woman she is today. She caught up with Fox News Rising Co-host Christine Noel and shared her story of living in foster care, and how she made the best of her situation.
