Rock Hill Children Living in Filthy Conditions; Parents ArrestedROCK HILL, SC -- Seven children are in Emergency Protective Custody after officers say they were living in filthy, deplorable conditions. Sabrina Boone, 32, and Robert Tolf, 47, are both under arrest and are charged with unlawful child neglect. The children range in age from one to ten years of age. The call came in on Thursday after a one year-old was found wandering into a street along Breckenwood Drive around 10 a.m. Police say he was wearing only a diaper and a shirt and was feverish. The couple was taken to Rock Hill city jail where they each posted $3,500 bond Friday morning.
