Compensation for N.C. Eugenics VictimsCHARLOTTE, N.C.--The North Carolina State House is once again considering a bill that would pay victims of the state's eugenics program $50,000. The house passed a similar bill last year, but the proposal wasn't even considered in the State Senate. Charlottean, Janice Black says, "My virginity has been taken away from me and I can never get that back, never." It's a statement punctuated by raw emotion, some 40 years after she was forcibly sterilized. Janice says she was just 17-years-old when it happened. "Far as I know, it was a check up, but come to find out it really wasn't." According to documents collected by her friend, Janice was being considered for sterilization as early as 1971. The majority of people sterilized under the state eugenics program were deemed mentally ill or deficient. 85 percent of that group was female. |
