STATEN ISLAND, N.Y.-- New York and New Jersey still struggling to get power back on for Hurricane Sandy victims.

Tens of thousands of homes are so waterlogged that utility crews can't even get into work.

The Red Cross says it's invested $40-$50 million in super-storm Sandy recovery. Volunteers say they're seeing new problems from people trying to stay warm.

The Red Cross says it's also concerned about families who have returned home but may be exposed to dangerous mold.
