MONROE, NC -- Union County Commissioners gave their support for a law that would strengthen child abuse penalties.  Three year old Kilah Davenport suffered severe injuries after police say her stepfather beat her last May.  Part of her skull had to be removed.

Kilah's mother says "Kilah's Law" would help protect innocent children.  Family members want convicted child abusers to register the same way sex offenders do.
