White House Press Secretary Jay Carney said U.S. citizens -- like suspect Dzhokhar Tsarnaev -- cannot be tried in military commissions and stressed that the civilian court system can handle such a case.

Tsarnaev has been charged with conspiring to use a weapon of mass destruction and malicious destruction of property by means of an explosive device resulting in death.
