CHARLOTTE, N.C./TAMPA, FL - Jill Kelley is a mover and shaker in Tampa.  She is married to a well-known surgeon.  She hosts parties for the nation's top military brass.  She is described by one man as, "Outgoing. If you looked that up in Webster, you'd see a picture of her."

She also regularly volunteers at MacDill Air Force Base, but she is not in the military.  That didn't stop the 37-year-old  mother of three from requesting "diplomatic protection" Tuesday from the media and gawkers camped outside her mansion.  In 911 calls released to the media, an operator says, "All right, we'll get an officer out to you."  Kelley replies, "Thank you.  And you know, um, I don't know if by any chance, um, 'cause I'm a honorary consul general, so I have inviolability.  So they should not be able to cross my property. I don't know if you want to get diplomatic protection involved as well."  The FOX affiliate in Tampa reports Kelley's called police four times in the last two days. 

A silver Mercedes sedan, believed to be Kelley's, displays an "honorary consul" license plate.  A retired MacDill intelligence officer tells WTVT the title is the equivalent of an honorary doctorate and does not entitle Kelley to any diplomatic protection.

She is the common denominator in the scandals involving ex-CIA Director David Petraeus and now, General John Allen, the top commander in Afghanistan.  Petraeus' alleged mistress and Dilworth resident Paula Broadwell was still not home Tuesday after FBI agents removed numerous boxes and a computer from her home late Monday.  She reportedly sent Kelley threatening emails.  Kelley's own emails to Allen - tens of thousands of them - are now under investigation.

While FOX News reports they were sexually explicit in nature, the Associated Press says they were flirtatious and inappropriate but not sexual.

Meantime, FOX News confirms the FBI agent originally behind the Petraeus investigation was taken off the case because of his relationship with Kelley.  She had alerted him to the harassing emails from Broadwell.  The agent's ensuing behavior, including sending Kelley shirtless photos of himself, has prompted an internal investigation.

Kelley has hired the same Washington attorney who represented Bill Clinton and John Edwards.  She's also hired the same PR crisis firm that repped Monica Lewinsky, Michael Vick and Kobe Bryant.  General Allen has denied any wrongdoing.
