Detectives say Kevin Sims was ordered to wear an electronic monitoring device on a condition of his release from jail.Β
He has outstanding warrants for possession of a firearm by a felon, damage to property and interfering with electronic monitoring device.Β
Sims cut off his electronic monitor at South Boulevard at E. Park Avenue.Β
