GENEVA (AP) β€” FIFA prosecutor Michael Garcia will appeal ethics judge Joachim Eckert’s decision to close the investigation into how Russia and Qatar won World Cup hosting rights.

The former U.S. Attorney says Eckert’s report released by FIFA “contains numerous materially incomplete and erroneous representations of the facts and conclusions detailed” in his own report.

Garcia says “I intend to appeal this decision to the FIFA Appeal Committee.”

Garcia issued a statement Thursday shortly after Eckert released his 42-page summary of the investigation into the 2018 and 2022 World Cup bidding contests.

Eckert ruled that any wrongdoing found in Garcia’s investigation did not affect the integrity of the December 2010 votes by FIFA’s executive committee.
