Local Police Officer Charged With Raping Minor

UPDATE: SBI agents arrested Lowell police officer James Blair.  Blair has been charged with rape and additional charges are pending, according to police.  His bond was set at $1M.

LOWELL, N.C. — The SBI is investigating after a Lowell police officer reportedly had an inappropriate relationship with a minor.
