NCAA: No Hurdling To Block Kicks; Status Quo For Targeting

AP — The NCAA rules committee has proposed making hurdling over linemen to block a kick illegal and expanding what constitutes a horse-collar tackle. It decided against tinkering with the targeting rule to eliminate the ejection penalty for some of the fouls.

The rules committee also proposed requiring players to wear knee pads and pants that cover the knees.

All proposals still need approval from the Playing Rules Oversight Panel.

There was discussion about changing the targeting rule to create two levels of the foul: one that would include player ejection and a loss of 15 yards and a new one that would only penalize 15 yards.

The committee also said it is endorsed a “heightened focus” on keeping coaches from coming onto the field to argue with officials.
