Parents of Six-Month-Old Girl Charged with Felony Child Abuse

SHELBY, NC – A six-week-old baby girl is in critical condition. Her parents are charged with Felony Child Abuse.

“I opened the door and he was crying and I said, ‘What’s wrong?’ and he said, ‘Please come help me with my baby girl,'” explains neighbor Jenna Bullman.

Bullman ran next door to find her neighbor’s six-month-old child barely alive.

“I touched her heartbeat. She had a heartbeat but she was not breathing,” she says.

The little girl, Khloe Alice Dean, is in critical condition at Levine Children’s Hospital in Charlotte.

Her parents Steven Dean and Morgan Conn, both 34 years old, are charged with Felony Child Abuse.

“This tiny, little innocent precious baby. I had a million emotions running through me,” Bullman says.
According to warrants, the child was found to be suffering from bleeding about the brain.

Bullman says the two only moved in next door at the home on Rehobeth Church Road a week and a half earlier.

Dean was arrested after the child was admitted to the hospital on March 24th. Conn wasn’t arrested until last Wednesday.

“It crushes me. She didn’t ask to be brought into this world. No child does. But it’s your responsibility as their parent to protect them and do anything you can for them,” Bullman says.

In a statement Cleveland County Sheriff Alan Norman said, “Cases involving children are always difficult. Babies are at the mercy of their parents to take care of them and keep them safe. Unfortunately this did not happen in this case.”
