How Old Is Too Old To Trick-Or-Treat?

People in one North Carolina town are debating how old is too old to trick-or-treat.
A decades-old ordinance in the town of Apex sets the cut-off age at 12 years old.
It was passed in 1973.
Police say they don’t widely enforce those rules.
Apex isn’t alone.
Just last week, the town of Holly Springs, North Carolina passed a similar ordinance.
It asks kids older than 12 to refrain from trick-or-treating and if they do go out, they should not wear a mask.
