Former Union County, South Carolina Clerk Of Court Facing Embezzlement Charges

UNION COUNTY, SC — A Union County woman is facing charges regarding funds missing from the County’s Child Support Office.

Julia C. Phipps, 41, has been arrested and charged with Embezzlement of Public Funds, Valued at $10,000 or More.  The charge is a felony and a conviction carries up to 10 years in prison.

As a Deputy Clerk of Court, Phipps supervised the Child Support Office which was under the responsibility of the Union County Clerk of Court.

According to affidavits, in July of 2017, the South Carolina Law Enforcement Division began investigating the theft of funds from the Union County Clerk of Court’s Child Support Office at the request of the Union County Sheriff’s Office.

The SLED investigation revealed that over $10,000 in public monies were taken from the counties Domestic Relations Account between January 2012 and June 2017.

In an interview with SLED agents, Phipps claimed responsibility for deposits into the account and confessed to taking proceeds from the account.

Phipps is also charged wot Public Official Misconduct in Office and Misconduct in Office.
