Serial flasher? Man arrested for second indecent exposure in South End
CHARLOTTE, NC — Does South End have a serial flasher? It’s a question worth asking after a man was arrested for the second time in the last three weeks for indecent exposure.
Santiago Garcia-Herrera was first arrested in late April for exposing himself to a woman along the Rail Trail on Camden Road. His arrest came weeks after the incident and a viral video. Sami Lyons saw that video.
“I was like, yep, that’s the same license plate,” Lyons said after seeing the truck in the video.
Lyons says Garcia-Herrera pulled up next to her in his white truck as she left her fitness class on New Bern Rd.
“He was completely nude, and with an erect penis, and just hollered at me,” Lyons said of the alleged March 18th incident.
Lyons said took down the make, model and the license plate on the truck and called police that morning.
CMPD sent an officer out to patrol but due to miscommunication a report was never filed.
More than a month went by, her accused flasher was never found. Until April 27th, when she saw the news that Garcia-Herrera was arrested.
“I was kind of ticked that my police report or my police phone call wasn’t in that indecent exposure,” explained Lyons after seeing the report of the arrest.
Garcia-Herrera was arrested on Monday for the incident exposure charge involving Lyons. His second misdemeanor charge in three weeks. Lyons and other women who walk the Rail Trail worry there could be even more victims.
“The Rail Trail is flooded with young females, like it’s it’s kind of a priority,” said South End resident, Margaret Zun.
Garcia-Herrera was released from jail after his first arrest without having to pay a bond. For this latest arrest, he was given a $10,000 bond. He posted bond the day after his arrest.
