Man charged for being under the influence during deadly February crash

A 22-year-old man has been charged for an accident that occurred in late February. Officials with the Rock Hill Police Department have charged Joel Smith with felony driving under the influence resulting in death, as a result of a traffic collision that killed a female driving on the opposite side of the median.

The collision occurred on February 27, 2026 when Smith lost control of his vehicle that would become airborne and hit the victim’s vehicle on the other side of the median on Celanese Road along with another.

Smith was transported from the Moss Justice Detention Center to the Rock Hill Jail to be served with his new charge.
