CMPD Officer Strikes Restrained Man | VIDEO
CHARLOTTE, N.C. — Charlotte-Mecklenburg police are investigating a videoΒ showing an officer strikeΒ a person numerous times while he isΒ restrained.
WCCB News received the video by an anonymous tip.
Police say on Tuesday at 11:46 a.m., a Highway Patrol trooper was flagged down concerning a hit and run that occurred at the intersection of Village Lake Drive and Independence Boulevard.
Officers located the car and hit and run suspect, identified as 26-year-old Malcolm Elliott, nearΒ Sardis Place Apartments.
Officers sayΒ ElliottΒ resisted as theyΒ attempted to restrain him, so one officer delivered strikes to his back in an effort to gain compliance and take him into custody. ElliottΒ did have a minor abrasion on his arm, but it is unknown if that resulted from the hit and run collision or from the encounter with officers. He did not request or require any medical treatment.
Officials say allegations of excessive use of force are currently being investigated by the CMPDβs Internal Affairs Unit.
