An Extraordinary Event, by law, is a large scale event or an event of national or international significance which might attract a significant number of people to a certain geographic area of the city.

The City Manager and Charlotte-Mecklenburg Police Department have determined that this event meets this criteria according to Charlotte City Code Section 15-310.

The city is allowed to determine boundaries for prohibited items and adjust its permitting process for activities like parades under the Extraordinary Event Designation.

The declaration sent to City manager Ron Carlee by CMPD Chief Kerr Putney cites “recent international events” and the “need to expend significant public safety resources” for this event as reasons for his recommendation that Speed Street be declared an Extraordinary Event.
