North Carolina is considered to be the best state for entrepreneurs in 2025, according to B2B Reviews.
The data combined multiple factors, including business growth and survival, economy, taxes and workforce quality.

In total, North Carolian earned a total weighted score of 73.59 out of 100.
B2B Reviews found that North Carolina ranks top 10 for corporate taxes, business growth in 2024 since 2023, and business survival rate. North Carolina’s survival rate of a business was second best in the country at 54.4%.
Ohio, Texas, Indiana and Florida are among the other top five states to start a business in the new year.
