3 Charged After Rock Hill Man Was Shot And Killed While Driving

Police have arrested three suspects in connection to the October 27th murder of Justin Penland.

Police say Isaiah Hemphill, Donovan Allen, and Shaun Welte were all arrested Thursday morning.

Hemphill is charged with Murder, Possession of a Firearm During a Crime of Violence (COV), Possession with Intent to Distribute (PWID) Marijuana, and Attempted Robbery.

Allen and Welte are both charged with Attempted Armed Robbery, Accessory After The Fact to Murder, and PWID Marijuana.

A bond hearing for the three suspects was scheduled for 2pm this afternoon. Check back for updates.

ROCK HILL, SC — Police are still looking for a suspect in the city’s sixth homicide this year.

Police were called to the Mallard Pointe Apartments on Eden Terrace Road Thursday night after a truck crashed into one of the buildings. 26-year-old Justin Penland died at the hospital.

Police say Penland was shot while he was driving, which led to the crash. One neighbor at the complex says he heard the crash from his apartment.

Officials do not have any information on the shooter at this time. This is the second time this week someone has shot a driver in Rock Hill, but police do not think the two incidents are connected.

Police say the victim in the other shooting did survive.
