UNION COUNTY, N.C. — The North Carolina Department of Health and Human Services released findings from one of several evaluations and investigations being conducted by Union County.

The report says that there was an absence of leadership at Union County DSS due to the high turnover rate of directors. It also says there’s not a fully established child welfare tracking system and conflict of interest protocols need to be established.

The request was made in NovemberΒ after Wanda Sue Larson, a former DSS supervisor, was arrested for handcuffing an 11-year-old boy to the porch with a dead chicken around his neck. Dorian Harper was also arrested and charged with child abuse.
