Parents Arrested for Raising Children in Deplorable Conditions

ROCK HILL, SC — A Rock Hill couple accused of allowing their children to live in filth is being held on a $10,000 bond tonight.  Police say the family’s home reeked of rotten food and was full of roaches.

WCCB confirmed Monday that Jennifer and Dennis Tutterow will make their first court appearance in September.  Officers say the smell of rotten food inside of their home was so horrible that they became nauseous.  One of them reported that he had to wipe roaches off of his uniform.  A neighbor tells WCCB Charlotte the landlords who rent the homes on the street need more oversight.

“If the housing authority would check in on this housing more often and see the conditions that the houses are in, they’ll probably make the landlords bring their houses up to date,” said Rock Hill resident Jimmy Hateley.

The Tutterow’s power was cut off on June 10 for non-payment.  Their bills reached over $1,000.   Dennis Tutterow, who is an electrician, admits to illegally restoring the service.
