YORK COUNTY, S.C. — Authorities have charged a York County man with ill treatment of animals and dog fighting after discovering 13 Pit Bulls chained on his property.
Reports say Frankie Lee Starnes was arrested on eight counts of ill treatment of animals, restraint law violations, county animal shelter violations, and rabies violations. He was charged with seven counts of dog fighting.
Starnes signed an owner surrender to Animal Control, who then removed the dogs. A veterinarian concluded that at least eight of the dogs had scars and wounds consistent with dog fighting. The latest reports indicate that the dogs have been euthanized.
Deputies discovered the animals while responding to an unrelated burglary call.
