Rowan County Man Arrested 3 Times In 8 Days On Drug Trafficking Charges

GOLD HILL, NC — A Rowan County man is facing multiple charges after deputies say he was arrested three times in just over a week.

Jason Dillard, 41, was arrested at his home on Old US 80 Highway on February 8th, following a two year investigation into possible drug trafficking. According to investigators, Dillard was receiving and distributing more than 100 grams of heroin a week via Mexican National suppliers in Charlotte.

Detectives say roughly 17 grams of individually packaged heroin, 102 prescription pills (14 grams), around $6,000 cash, suspected stolen property, a money counting machine, and evidence of an ongoing money counterfeiting operation were all found inside Dillard’s home during their search. Dillard also had video surveillance equipment setup inside and outside the home.

On February 13th, Dillard was arrested a second time when deputies went to his home with an additional warrant related to the February 8th arrest that charged him with conspiracy to traffic heroin. Deputies say they found Dillard in an upstairs bedroom with his live-in girlfriend, Brittany Tucker, 28, and Kenneth Moose, 36.

According to reports, Tucker was in the process of shooting heroin when deputies arrived and Moose was in possession of the drug. Another search revealed roughly 25 grams of heroin packaged for sale, two grams of meth, nearly $300 in cash, and drug paraphernalia.

Tucker and Moose were also arrested and charged.

On February 16th, Dillard was arrested for a third time when deputies accompanied officials with the NC Department of Revenue Unauthorized Tax Division to enforce owed drug taxes. Dillard and Tucker were both at the home when authorities arrived.

Deputies executed an additional search warrant and say they found 8.6 grams of heroin, a small quantity of meth, $745 in cash, counterfeit $100 bills, and assorted drug paraphernalia. Officials say there was also evidence of an ongoing operation to counterfeit $100 bills.

Tax officials say they seized three vehicles and personal property to partially satisfy owed taxes.

Dillard has been charged with five counts of possess with intent to sell/deliver heroin, three counts of trafficking heroin by possession, trafficking opiate by possession, possess with intent to sell/deliver a Schedule II controlled substance, two counts possession of heroin, possession with intent to sell/deliver meth, possess with intent to sell/deliver amphetamine/dextroamphetamine, three counts maintaining a dwelling for keeping and selling controlled substances, and simple possession of a Schedule III controlled substance, and possession of drug paraphernalia. He has been placed under a $2 million secured bond.

Tucker, who was already on supervised probation for a previous conviction of misdemeanor larceny, is charged with trafficking heroin by possession, possess with intent to sell/deliver heroin, possession of heroin, possession with intent to sell/deliver meth, possess with intent to sell/deliver amphetamine/dextroamphetamine, possession of Oxymorphone, possession of Clonazepam, maintaining a dwelling for keeping and selling controlled substances, and possession of drug paraphernalia. On September 8th, she was also charged with selling Opana. Her bond was also set at $2 million.

Moose, who has several prior felony convictions including assault and robbery with a dangerous weapon, breaking and entering, larceny after breaking and entering, and credit card theft, was charged with possession of heroin and possession of drug paraphernalia. Moose also had previous misdemeanor convictions for impersonating a police officer and assaulting a female. His bond was set at $1,500.

Officials say Dillard also has several prior misdemeanor convictions and previous felony convictions for breaking and entering, larceny after breaking and entering, possession of a Schedule I controlled substance, and possession of cocaine.
