Police say Karen Frazier has been issued a citation for No Operators License following a deadly pedestrian involved accident early Thursday morning.
Investigators say the accident “failed to meet the criteria required” for Misdemeanor Death by Motor Vehicle and speed was not a factor.

CONCORD, NC — Police have identified the man they say died after being hit by a vehicle early Thursday morning.
The incident happened around 7am on Branchview Drive NE at Cabarrus Avenue E. Police say 61-year-old Melvin Caldwell was trying to cross Branchview when he was struck by a 2002 Chevrolet Trailblazer.
Caldwell was died at the scene.
Police say they are still investigating the incident. No charges have been filed at this time.
