DA: Federal Agent Justified In Deadly 2018 Officer-Involved Shooting Outside Charlotte Bar

The Mecklenburg County District Attorney’s Office says a federal agent was justified in the deadly August 2018 shooting outside a Charlotte bar.

The announcement was made Monday afternoon in a letter addressed to CMPD Chief Kerr Putney.

The case was investigated by the Charlotte-Mecklenburg Police Department, according to the letter, and involved Homeland Security Investigations Special Agent Jose Dugger.

According to reports, Special Agent Dugger shot and killed Donald Janvier on August 25th in the parking lot of Tropix Bar after Janvier tried to run him over with a vehicle.

Janvier had reportedly hit Dugger once with the vehicle already when the special agent fired a single deadly round.

Original Story (Aug. 25, 2019):

CHARLOTTE, N.C. — CMPD Detectives are investigating after a federal agent fatally shot a man outside of a bar in Charlotte early Saturday morning.

The shooting occurred at the Tropix Bar and Lounge on North Tryon Street around 1:55 a.m. on Saturday, August 25th.

Agents with the Department of Homeland Security and North Carolina Alcohol Law Enforcement were conducting an inspection at the business when a disturbance occurred inside the bar.

The disturbance continued outside and a person, identified as 30-year-old Donald Janvier, got into a vehicle and drove toward the federal agent, striking him.  The federal agent then fired his service weapon, striking Janvier.

The federal agent sustained minor injuries.  CMPD says no shots were fired by their officers.

Janvier was pronounced dead at the scene.
