State transportation officials released the inspection report Wednesday for the party bus that 20-year-old Polly Rogers fell from last week, resulting in her death.
Officials found the bus violated several safety guidelines, as well as proper registration and inspection requirements. Among those safety violations was the lack of proper markings on two of the bus’s emergency exit locations.
Officials say Rogers fell from the bus after the latch on one of the emergency windows was pulled while the bus was traveling down N. Tryon Street. Investigators have not yet said whether that emergency exit window was among those without markings.
Victor Rabb, the owner of the bus, faces more than $2,000 in fines following the inspection. Rabb was previously issued a citation for operating the bus without insurance and displaying a fake license plate.

Police say the owner of the party bus that was involved in a deadly accident last week has been cited.
UNC Charlotte student Polly Rogers was killed after she fell out the window of the party bus and was then struck by two vehicles.
The owner of the bus, Victor Rabb, was issued citations after it was determined that the vehicle was uninsured and was displaying a fictitious license plate.
Rabb has voluntarily surrendered the bus to the NC State Highway Patrol’s Motor Carrier Division to allow state investigators the opportunity to inspect the vehicle for any equipment violations.

CHARLOTTE, NC.– A UNC Charlotte student was killed after falling out of a party bus Tuesday. A fraternity is suspended for the role it played. Sources tell WCCB Charlotte the Kappa Sigma Fraternity rented that party bus. WCCB also learned that university leaders will meet Friday to talk about the fraternity’s future.
Kappa Sigma Fraternity brothers at UNC Charlotte are being tight lipped. The national chapter is not saying why it suspended the local chapter so quickly before police and the university finish their investigation.
20-year-old Polly Rogers and some of her Zeta Sorority sisters left the Kappa Sigma Fraternity house off Mallard Creek Church Road Tuesday night, and got on a Charlotte Party Charter Bus heading to Uptown. Police say the Myers Park graduate fell out of an emergency window on North Tryon Street and was then hit by two cars.
“It’s sad that they were just trying to have a good time and something so tragic like that happens,” says UNC Charlotte Freshman Dennis Bullman.
According to a police report: people were drinking alcohol on the bus. It does not say whether Rogers was one of them or whether any underage people were drinking.
“We’re all so young and we’re all trying to experience the college life,” says UNC Charlotte Sophomore Maya Robinson.
Kappa Sigma suspended the UNC Charlotte chapter telling WCCB:
“The Brothers of the Kappa Sigma Fraternity are deeply saddened by the tragic loss of Polly Rogers. Our thoughts and prayers go out to the Rogers family and to her loved ones. The Kappa Sigma Fraternity has suspended the operations of our Kappa-Omega Chapter at the University of North Carolina Charlotte, and we are in the process of conducting an investigation of the event on Tuesday evening. The Kappa Sigma Fraternity will fully cooperate with all investigations of the University and local authorities.”
